What is a Joëlette?

La joëlette

A few years ago, it became practically impossible for Nicole and Bernard, Stéphane's parents, to keep on hiking with their son.

His illness had progressed, and Stéphane had grown up: he was heavier and more fragile.

This situation led me to devise a wheelchair which could be used on any path or terrain, but which would be comfortable for the passenger, without too much pain for the two assistants handling the wheelchair.

A definition of the Joëlette by its inventor, Joël Claudel:

Portugal became the fourth country in the world to officially promote web accessibility for people with disabilities, after the United States, Australia and Canada.

On July 29, 1999 the Portuguese Government, through its Council of Ministers, approved a resolution making mandatory the adoption of accessibility features for people with disabilities in the Web design of the information made available by the General Directorates and similar agencies, departments or services, as well as that rendered available by any public corporation (State Corporations, State Universities, etc.). Concretely, the design must ensure that:

Dublin, 17 April 1998

Ladies and Gentlemen,

I am delighted to be with you today.

This conference takes place as European social policy passes into a new and challenging phase. It is one of modernisation, of the systematic pursuit of an agenda for change in how European labour markets operate.

The mark of the extent of this change is the commitment by Member State governments to put in place a co-ordinated strategy based on agreed, quantified, comparable targets for creating employment and preventing unemployment, above all long-term unemployment.

The fishing is free with your disability
You don't need a licence like the rest.
Movies are half the price, well isn't that nice?
And the parking spots are nothing but the best.

Well, don't you wish that you were disabled?
Disabled is the better way to be.
With crutches, canes and braces, wheelchairs to run races
Don't you wish that you were just like me?

The deaf have got sign language,
the blind have got their dogs
Their loyal trusted guides are at their sides.
Well everyone has their vices, but we've got our devices
Oh, don't you envy us our privileged lives?

ABSTRACT

This paper presents data about the demographics of disabled seniors in Canada and the range of economic, social, and environmental barriers which they confront. Issues are highlighted connected with the independent living paradigm, marginalization, and the multiple social problems of being elderly, disabled, female, and/or a member of a visible minority. The author then describes the implications for future action research, theory development, policy formulation, and social change.

Introduction by: Karen Stone

This lengthy, albeit important -- and timely because so many of us are facing the beginning of a new school year -- endnote comes from the University of Washington (UW) in Seattle. It is about accessibility in college/university computer labs. Note that I have taken the liberty to embellish some of their statements. Meanwhile, I encourage each and every one of you to make copies of this and distribute it to all concerned individuals. The UW begins by aptly saying:

(Rehab Brief, Vol. XVI, No. 4, U.S. Dep. of Education, 1994)
